Capacity Building & 
Labour Force Development


For more than 15 years, we have designed, delivered and managed First Nations, Inuit and Métis training and professional development programs.  With the fastest growing labour force in Canada, Aboriginal peoples are Canada's greatest asset.  More needs to be done to bridge this training and employment gap.

Roos-Remillard Consulting Services has direct experience and human resources/training expertise to implement training and employment provisions of land claim agreements and negotiated resource development agreements.  Working with community leaders, training and economic directors, we assist in:
  • Labour force survey development, to assess gaps and training needs including technical environmental, governance, admin, negotiations support and policy/program delivery teams
  • Competency-based job analysis and needs assessments
  • Design and development of training development strategies 
  • Coordinating partnerships with accredited training institutions, including Lifeskills/Essential skills, GED, technical and professional training

Reconciliatory Negotiations and Process/Team Coordination

As a member of ADR Canada, our firm has direct experience in negotiating complex multi-party land claim negotiations.  With this unique perspective of how government-Aboriginal processes, funding and parallel training and capacity building can be achieved, Roos-Remillard Consulting Services offers support from start to finish - helping to develop organizations and putting together the right team to undertake negotiations based on meeting mutual interests while fostering solid relationships built on trust, respect and mutual understanding.

We know how to structure and support negotiations from administrative processes to senior-level technical advice for negotiations, litigation and senior-level decision making.  This includes:
  • Preparing annual negotiation workplans, budgets and funding agreements for exploratory/AIP or Final negotiations, historical research or special projects'
  • Preparation and drafting of negotiation and communication protocol documents
